China Requires ID for Mobile Phone Numbers  —  BEIJING — China’s government began on Wednesday to require mobile phone users to furnish identification when buying SIM cards, a move officials cast as an attempt to rein in burgeoning cellphone spam, pornography and fraud schemes.
